2026 GTA Basement Flooding Rebates: 8-City Guide to Sump Pumps & Backwater Valves

Compare 2026 basement flooding rebates in eight GTA cities by correct municipal or regional authority, covered drainage work and essential preapproval steps.

The largest rebate on a city website is not necessarily the amount you can claim. Eligibility depends on which pipe the work protects, whether your address is served by a municipal wastewater system, contractor and permit requirements, the approval sequence, prior subsidies and available program funding.

In 2026, Toronto offers up to $6,650 per eligible property, Mississauga up to $7,500 through its City program, and Peel Region separately offers 60% of an eligible sanitary backwater valve installation up to $1,500. These are different programs and cannot be treated as an automatic $9,000 payout for every Mississauga homeowner. The comparison below separates the authority, eligible measure, subsidy and important application condition for eight cities. Values are program ceilings, not guaranteed reimbursements.

Conditions that can change the answer

  • Program ceilings are not guaranteed payments: eligible equipment, property type and funding conditions still apply.
  • Mississauga and Peel administer different programs; do not assume their maximum amounts can be added.
  • Certain programs require preapproval, permits or inspections before any eligible work can be reimbursed.

What to do next

  1. Identify whether the work concerns a sanitary backwater valve, storm connection, sump pump or another protective measure.
  2. Open the linked City or Region program and check eligibility and the application order before hiring.
  3. Keep required approvals, contractor documents, inspections and invoices for your application.

2026 facts that change the homeowner's decision

  • $6,650: Toronto's property-wide lifetime limit for eligible basement flood protection work under its expanded program effective May 1, 2026, with different caps for assessments, valves, sump pumps and battery backup. Toronto's 2026 program (opens in a new tab).
  • $7,500: Mississauga's maximum City prevention rebate, including up to $6,000 for an eligible sump pump and up to $1,500 for an eligible storm lateral backwater valve. New work generally requires written City preapproval before installation, and final approval documents must be submitted within six months of preapproval. Mississauga's application guide (opens in a new tab).
  • 60% up to $1,500: Peel Region's rebate is specifically for an eligible sanitary backwater valve. Peel states a maximum of one such rebate per residence per ten years. Peel Region rebate (opens in a new tab).

  • Up to $5,000: Markham's eligible weeping-tile disconnection and sump measure; the City also publishes up to $1,750 for certain indoor valves and $2,000 for qualifying outdoor valves. Decide which protection system you actually need

Sanitary lateral: Carries wastewater from toilets, bathrooms, kitchens and laundry. A sanitary backwater valve is designed to limit municipal sanitary sewer backup. In Peel, sanitary is the keyword: its regional subsidy does not cover a storm-lateral valve.

Storm lateral / weeping tile: These systems carry stormwater or groundwater from foundation drainage. Sump pumps and disconnected foundation drains may be the appropriate measures depending on the building. Mississauga's municipal rebate applies to specified stormwater protection measures, and may require an eligible storm connection.

Do not guess based on the shape of a product sold online. Have a qualified plumber or drainage contractor inspect the connections and determine an appropriate code-compliant measure and permit scope.

The application order matters

  1. Identify the authority: City for Mississauga stormwater, Peel for sanitary wastewater, Halton Region for eligible regional programs, or the applicable City program elsewhere.
  1. Confirm the existing drainage connections: sanitary vs. storm, downspouts, foundation drainage and past work. Ask whether the property has used a program before.
  1. Obtain an itemized professional quote: separate devices, installation, permits, taxes and any electrical work. Verify local licences where required.
  1. Ask about preapproval before construction: Mississauga's City prevention rebate and Markham's program have pre-work requirements. Do not begin work just because another GTA city permits an after-work application.
  1. Obtain necessary permits and municipal inspections: not every measure uses an identical municipal permit process. Consult the official program and building department rather than relying on a universal “$38.67 permit” claim.
  1. File the claim with the right evidence: paid invoices, required permit inspection approval, ownership documents and forms within the relevant deadline. A rebate decision is made by the applicable municipality or Region.

Hardware and product selection: what to verify first

A backwater valve, sump pump and Wi-Fi alarm solve different problems. Online product descriptions are not regulatory approval. Before ordering any device, ask the installer to confirm its Canadian certification and applicable Ontario Building Code requirements, the diameter and material of the existing piping, access and inspection provisions, and whether the exact model is acceptable to the issuing municipality.

For a sump installation, confirm expected pumping capacity, elevation of discharge, float-switch access, backup electricity and winter discharge management. A battery backup can help during outages, but no alarm or consumer product replaces proper drainage design or municipal signoff.

Who can perform the work?

Use a qualified, appropriately licensed plumbing or drainage professional. In Toronto, the municipal subsidy program imposes its own contractor-licence conditions. Hamilton has a specific list of prequalified contractors for its maximum grant. Find local plumbers and drainage contractors, and confirm licensing and insurance directly before hiring.

Methodology, exclusions and update policy

Coverage: Toronto, Mississauga, Brampton, Vaughan, Markham, Oakville, Burlington and Hamilton. Programs run at different government levels. Oakville and Burlington share the Halton regional program; Brampton and Mississauga can both access specified Peel regional sanitary measures.

Questions & answers

What is the biggest basement flooding rebate in Toronto in 2026?

Toronto's expanded program makes up to $6,650 available per eligible property. Individual measures are capped and generally cover up to 80% of qualifying costs. Previous subsidies, correct contractor licences, permits and other program conditions can reduce the amount.

Can Mississauga homeowners combine the City and Peel flood rebates for $9,000?

Mississauga's municipal stormwater program provides up to $7,500, while Peel separately offers 60% up to $1,500 for a sanitary backwater valve. Receiving the theoretical sum is not automatic; the property must qualify for both distinct programs and the exact work and expenses must meet each set of rules.

Do I need preapproval before installing a sump pump in Mississauga?

For a new Mississauga basement flooding prevention rebate application, eligible devices must generally be preapproved by the City before installation. Submit the required tax bill, itemized quote and sketch first; final approval documents are due within six months after preapproval.

Does Peel pay for storm backwater valves?

No. Peel Region's stated rebate is for an eligible valve connected to the sanitary lateral, at 60% of invoiced eligible costs up to $1,500. Mississauga offers a separate city stormwater protection program.

How much does Halton Region reimburse for a sump pump?

Eligible weeping-tile disconnection combined with sump pump installation can receive 100% of costs up to $6,500 under Halton's enhanced program. A standalone pump or an ineligible home connection may not qualify. Consult Halton's terms before work.

Can I buy a backwater valve on Amazon and assume it qualifies?

No. Product specifications alone do not guarantee code compliance, an approved installation or rebate eligibility. Have an appropriately qualified installer choose equipment for the existing sewer configuration and obtain any permits and inspections required.

What is the Hamilton 2026 protective plumbing grant?

Hamilton offers up to $2,000 for qualifying protective plumbing work and has a prequalified-contractor process for the maximum grant. A separate loan is not a subsidy and cannot be counted as additional free grant money.
