The short answer

Toronto’s flooding-protection program (opens in a new tab) offers eligible properties up to $6,650, with category caps and reimbursement of up to 80% of eligible invoiced costs. Expanded amounts apply to eligible work completed from November 12, 2025.

This is conditional funding, not an automatic discount at checkout. Confirm the property’s eligibility and the proposed work before ordering equipment.

Match the work to the published cap

| Eligible category | Maximum subsidy | |---|---| | Plumbing assessment | $500 | | Backwater valve and alarm | $1,600 each, up to two devices | | Sump pump and alarm | $2,250 for one device | | Battery backup | $300 additional | | Foundation-drain severance and capping | $400 |

Previous subsidies, program conditions and available funding can affect eligibility. Keep a potential reimbursement separate from the amount you must pay upfront.

Match the contractor to the work

The municipal table permits T94, T92 and T87 contractors across the listed categories. T85 renovators are listed for sump-pump and pipe-severance work, not backwater valves or assessments. Check the actual licence before work.

Do not choose an installer solely because a quote says “rebate eligible.” Ask which licence covers the proposed scope and record the details in your project folder.

The valve permit is a separate check

Toronto’s valve permit guide (opens in a new tab) describes a stand-alone drain permit for one- and two-unit houses, with no plans required for those houses. Its published 2026 fee line is $38.67 per listed device.

The guide specifies a normally open, fullport valve conforming to the appropriate CSA standard for the stated building-drain situation. Have the installer confirm the exact model, application and access arrangement. An online listing’s “CSA” claim does not establish that a product suits your drainage system.

See the BuildRules valve permit guide for the permit starting point.

Prepare the application trail

  1. Record the proposed work and confirm the property’s subsidy history.
  2. Check the program conditions, including downspouts, debts and application deadline.
  3. Verify the contractor’s licence and obtain an itemized written quote.
  4. Arrange applicable permits and inspections before enclosing work.
  5. Retain paid invoices, forms and installation photographs.
  6. Submit through the City’s current application process and retain the confirmation.

The expanded program generally requires submission within two years of installation or service. Earlier work has a different window. A submitted application does not guarantee payment.

Buy accessories after defining the work

A document folder and flashlight can help organize records and view an accessible installation. The Amazon links below are product searches for optional preparation accessories, not certified valve or pump recommendations.

Keep the installer responsible for specifying equipment compatibility, installation requirements and maintenance access. Do not open, modify or enter drainage equipment to inspect it yourself.

Find a building professional, and ask about the specific flood-protection work required before requesting a product recommendation.

Questions & answers

Is $6,650 paid for every flood-protection installation?

No. It is the combined maximum across eligible categories, subject to percentages, category limits and program conditions. Your property and work must qualify.

Can a T85 renovator install subsidy-eligible work?

Toronto lists that licence for sump pumps and pipe severance/capping. Its table does not list T85 for backwater valves or plumbing assessments.

Do the Amazon links identify approved valves or pumps?

No. They are optional accessory searches. Have the installer specify the exact equipment and verify its suitability and required certification.
