Brampton Basement Rental: Licence, ARU Registration or Permit?
A registered basement and a licensed rental answer different questions. Check the unit’s approval records first, then confirm the separate rental-licensing requirements.

The short answer
For a basement apartment, distinguish approval of the unit from permission to operate a rental. A building permit addresses proposed construction or change of use; ARU registration records the additional unit. Rental licensing is another check.
Start with the Brampton second-unit guide, then use the City’s rental licensing FAQ (opens in a new tab) to check program coverage and exemptions.
Similar words. Different jobs.
| Check | What to establish | Record to request | |---|---|---| | Zoning | Whether the proposed use and site arrangement comply | Zoning confirmation and proposed site plan | | Building permit | The approved scope and remaining inspection items | Permit, approved drawings and inspection status | | ARU registration | Whether the additional unit is registered | Municipal registration record | | Rental licence | Whether rental operation meets the separate licensing requirements | Current RRL licence |
A listing description such as “in-law suite” is not a substitute for those records. Keep an unknown marked unknown until you have the relevant document.
What to budget before commissioning drawings
The two-unit process (opens in a new tab) lists a $200 registration charge and a $1,186.24 permit charge. Together, those published municipal line items are $1,386.24, not the cost of legalizing every basement. Confirm the applicable application class before payment.
Ask for separate written estimates for design, any corrective construction and electrical work. An existing finished space may still need investigation before someone can price the work responsibly.
An important ESA process update
Brampton says applicants no longer need to email the ESA certificate to finalize ARU registration. Registration certification is issued when occupancy is granted for the ARU permit. This administrative change does not remove electrical safety requirements.
Do not follow an older checklist that treats emailing that certificate as the current final registration step. Use the current City process (opens in a new tab).
Before you pay for a new plan
- Ask for the existing permit, drawings, inspection history and registration evidence.
- Compare the recorded approved use with what is actually present.
- Write the intended use and proposed changes.
- Ask the City which records or outstanding approvals need attention.
- Have the appropriate designer define the submission scope before comparing construction quotes.
For an existing unit, ask: “What remains unresolved for this address?” That is more useful than asking whether basements in general are legal.
Choose help for the missing step
A permit consultant can help organize records and submissions. A qualified designer prepares the required design within their qualifications. Structural changes may need an engineer. Ask each professional to identify what their engagement includes and what belongs to another specialist.
Browse building professionals. Bring the records and unanswered questions to the first conversation.
Your next action
Check the unit’s records before treating it as ready to rent. Then review the RRL application steps (opens in a new tab) for insurance, education and renewal obligations. If the unit is not rented, ask the City about its non-rental declaration process.
A little more clarity
Questions & answers
Does an RRL licence replace a basement building permit?
No. It addresses rental operation, while construction, inspections and registration remain separate checks for the unit.
Is the published $1,386.24 a complete legalization budget?
No. It combines two listed municipal charges for the two-unit application route. Design, corrective construction and other applicable costs are separate.
Must I email an ESA certificate to finish ARU registration?
The City says that email submission is no longer required to finalize registration. Confirm the electrical work and inspection obligations separately.
