Ottawa states that an attached or adjacent deck with a walking surface more than 600 mm (24 in.) above adjacent grade requires a permit regardless of walking-surface area.
An elevated deck providing principal access to a building requires a permit regardless of walking-surface area.
For an independent deck, Ottawa identifies a permit trigger when the walking surface is more than 600 mm above grade and the area is greater than 10 m².
