Three complementary sources, three different measures
Toronto Open Data publishes an Active Permits dataset and a Cleared Permits dataset. The former covers active applications and permits; the latter tracks completed or closed permits. Neither is equivalent to the number of renovation starts, contracts signed or unique homes renovated.
The CHBA Spring 2026 Renovation Market Index was 50.3 on a 0–100 sentiment scale, near its neutral point. This describes surveyed renovators’ market conditions, not a forecast that Toronto renovations will grow by 50.3%.
Statistics Canada’s Residential Renovation Price Index tracks change in prices charged for a defined basket of contractor renovation projects. It does not publish the number of project requests.
Signals to monitor heading into 2027
Separate application, issued, inspection and closed statuses. Deduplicate permit IDs and revisions before counting unique files, and distinguish permit class from project type. Compare equivalent extraction dates to avoid mistaking administrative backlogs for growth.
For pricing, follow Statistics Canada’s quarterly regional index and its revision notes. For renovation activity, treat CHBA sentiment as context and label geographic coverage instead of describing a national panel as Toronto-specific.
- Monitor consistent Toronto permit categories and statuses.
- Document dataset extraction time, field definitions and revisions.
- Track the next CHBA survey and Statistics Canada quarterly release.
- Publish quantified forecasts only with an explicit model, uncertainty interval and back-testing.
What BuildRules is not claiming
This article does not claim total renovation spend, total 2027 permits, average contractor revenue or an increase in homeowner demand. Those quantities need their own denominator, dataset and defensible calculation.
For a current municipal data snapshot, use BuildRules Toronto Permit Pulse. Its administrative row counts are shown with the retrieval timestamp and source limitations.

A live sample of active permit records
The City datastore returned these counts for three selected administrative permit categories. They are active records at retrieval, not 2027 forecasts, renovation starts, signed contracts or a complete project mix. A record may include revisions; the categories are deliberately a selected subset.
