The rule changes by municipality
Start with the city where the property is located.
The permit package requires a plan showing the existing layout and proposed new fixture locations.
The City also publishes stand-alone plumbing-device fees for items such as backwater valves and backflow preventers.
Mississauga distinguishes simple fixture replacement from changes to the plumbing system. Drainage, sewer and backwater-valve work can also trigger permit requirements.
For plumbing-only work, Ottawa’s Building By-law publishes a flat application fee. Plumbing work is also inspected at underground, rough-in and final stages where applicable.
Toronto has a stand-alone plumbing and drain permit route for work not tied to another construction project. The exact permit question depends on whether you are altering the plumbing system or simply replacing fixtures.
Like-for-like replacement of existing plumbing fixtures is separately listed as permit-exempt.
Ontario sets the Building Code. Municipal rules, zoning, processes and project guidance still differ.
