Planning to renovate a shop, office or other commercial unit in Midland, Ontario? Before hiring an architect or contractor, establish what is changing inside the unit and whether its approved use will change.
Partitions, new plumbing, electrical modifications and a new business activity can lead to different approvals. This guide is a preparation checklist, not a permit approval or a substitute for the Town's review.
The first four questions
- What is the unit currently approved for? Confirm the existing occupancy/use and what the new tenant plans to do. A business moving into a commercial space may have different requirements from the previous tenant.
- Are you changing any walls or partitions? Show existing and proposed layouts and identify structural versus non-structural work; do not assume a partition can be changed without review.
- Will plumbing, mechanical systems or electrical wiring change? List new sinks, washrooms, equipment, circuits, ventilation and related drawings.
- Could site or accessibility conditions change? Entrances, accessible routes, exits, fire separation, parking and exterior work can affect the review. Ask the Town what applies to your site.
What the Town of Midland actually says
The Town's building permit application guidance (opens in a new tab) says building permits are required for major alterations, structural or material changes including adding or removing walls, installing or modifying plumbing and heating systems, and a change in building use. The Town notes that a change of use can require a building permit even where no construction is planned.
The same source says most building permits require zoning approval unless an exemption applies. It lists interior renovations among zoning-certificate exemptions; that is not the same thing as an exemption from a building permit. Confirm your particular commercial unit and proposed activity before drawing conclusions.
The Town accepts commercial permit applications by email and lists building@midland.ca for questions. Its Building & Renovating portal (opens in a new tab) provides current information on permit forms, fees and inspections.
Electrical work has a separate approval path
A municipal building permit does not replace an Ontario Electrical Safety Authority notification. The ESA guidance for property owners and managers (opens in a new tab) explains that most electrical work requires a notification and that hired electrical work should be done by a Licensed Electrical Contractor. Confirm who is responsible for notifications and inspections before work begins.
A better brief for an architect or designer
Before you request pricing, share:
- The civic address and unit number, current business use and proposed use.
- Existing floor plan, approximate area and proposed partitions or demolition.
- Plumbing fixtures, electrical changes, ventilation/HVAC equipment and any structural work.
- Known accessibility, fire exit, fire separation or landlord requirements.
- The exact service requested: site assessment, concept layout, coordinated permit drawings or support responding to municipal comments.
Ask each provider to state which disciplines are included, what is excluded, whether municipal coordination is in scope, and which professionals will take responsibility for signed documents.
What to do next
First: email Midland Building Services with your scope and ask what application type, drawings and approvals apply. Do not send confidential plans or personal information through a public directory.
Then: browse Ontario professionals by specialty, browse architects serving Midland, or see the full Ontario contractor directory.

Questions & answers
Do commercial partition changes in Midland need a building permit?
The Town lists structural or material alterations, including adding or removing walls, among permit-required projects. The scope and documents need confirmation from Midland Building Services.
Does a Midland zoning-certificate exemption mean no building permit?
No. The Town's guidance distinguishes zoning-certificate exemptions from building permit requirements. Ask the municipality about both for the specific project.
Does a municipal building permit cover commercial electrical work?
No. ESA notification and inspection requirements are a separate process, and most electrical work requires a notification. Check the Electrical Safety Authority's current requirements.
Can BuildRules recommend a qualified Midland architect?
BuildRules can show published business listings by declared service area and category, but it does not guarantee local coverage, professional qualification, availability or suitability.
