Structural Engineer Report in Ontario: What to Ask Before You Hire
Report, inspection or sealed drawings? Compare what each structural engineering deliverable does, what Toronto and Whitby require and what to ask before hiring.

A contractor says you need an engineer's report. The city asks for drawings. Are those the same thing?
Not necessarily. Before paying for an inspection or design, ask what decision the document needs to support. A site assessment, a signed report and engineered permit drawings are different deliverables. A municipality can require plans and other application materials even when you already have an engineering opinion.
Choose the deliverable before asking for quotes
| Your situation | What to ask about | What to verify |
|---|---|---|
| You see cracking, movement or damaged framing | Site visit and structural assessment | Whether you will receive a written report, what it covers and any limitations |
| You want to remove a wall or change a foundation | Structural design and permit drawings | Whether sealed engineering drawings or calculations are needed for the actual work |
| You are adding a below-grade basement entrance | Proposed entrance, foundation, stairs, guards and drainage drawings | Municipality-specific drawing requirements and whether professional design or review applies |
| You need documents for a permit already in review | Revised drawings, response letter or additional report | The exact building examiner's request and who must sign the documents |
Do not order a report without specifying the outcome you need. Ask: “Is your deliverable intended for an initial condition assessment, for building-permit submission, or both?”
Toronto: a basement entrance is a permit project
The City of Toronto's residential basement entrance guide (opens in a new tab) describes required site information, foundation and floor plans, sections, guard details and appropriate forms. Where professional engineering documentation is submitted, the City describes additional responsibility forms. The exact work determines whether underpinning-related engineering and general review conditions apply.
A stand-alone engineer's opinion does not automatically replace a complete building-permit drawing package.

Whitby: verify the application package
The Town of Whitby's building permit guidance (opens in a new tab) lists structural alterations, adding or removing walls, and basement walkouts among projects that require permits. Its application checklist includes architectural drawings and can call for structural drawings, engineered drawings and commitments to general review depending on the work.
For a wall repair or removal, collect photos, the location of the wall, floor plans above and below, and any information about supporting beams or foundations. Don't decide that a wall is non-load-bearing yourself. Let a qualified professional assess the structural facts and confirm the municipal submission requirements.
Six questions to send before hiring
- Will you inspect the property, and does the quoted fee include a site visit?
- Will I receive a verbal opinion, a written report, signed drawings, or all three?
- Are structural calculations, permit revisions or follow-up responses to the City included?
- Which assumptions, hidden conditions and additional visits could change the fee?
- Who will be responsible for coordinating with my designer or contractor?
- Is the individual or engineering firm properly authorized to provide the services being offered in Ontario?
Use the Professional Engineers Ontario directory (opens in a new tab) to check relevant registration details. Do not assume a business listing on BuildRules is a verified licence or an endorsement.

Questions & answers
Is an engineer's report the same as building permit drawings?
No. A report can assess a condition, while the municipal application may require scaled plans, structural details, forms and signed design documents. Ask the municipality exactly what is needed.
Does removing a wall in Whitby require a permit?
The Town lists adding or removing walls among work requiring a building permit. Confirm the exact drawings and engineer involvement for your project.
Does BuildRules verify structural engineer qualifications?
Not by default. Directory business categories and service areas are published listing information. Verify any professional's registration and authorization with Professional Engineers Ontario.
Will an engineer report alone get a Toronto basement entrance approved?
Do not assume so. Toronto's official guide describes site, foundation, floor and section drawings and other application documents, with additional engineering requirements for certain conditions.
