Driveway Widening in Toronto and Vaughan: Before You Pave

A wider paved surface and a legal parking space are different decisions. Identify the property boundary, zoning limits and municipal work before signing a paving contract.

The short answer

Check private-lot zoning and work on municipal property separately. A paving quote does not establish that a wider driveway or parking area is permitted.

Toronto requires a street-work permit for relevant driveway work across City property. Vaughan directs widening and curb-cut proposals through its application process. Confirm the route for the exact address and scope before excavation.

Similar words. Different jobs.

| Check | Question to resolve | Useful evidence | |---|---|---| | Private-property zoning | Is the proposed width and parking arrangement allowed? | Survey and dimensioned proposal | | Municipal property | Does the work cross the boulevard, sidewalk or curb? | Property boundary and municipal application | | Trees | Can the proposal protect affected trees? | Tree locations and required review | | Utilities and water access | What must remain located, protected and accessible? | Utility locates and curb-box coordination |

Draw the proposed work on a single site plan before requesting quotes. Mark uncertain boundaries for professional confirmation.

Toronto: widening is not simply resurfacing your own land

The City’s construction-permit guidance (opens in a new tab) covers driveway work crossing municipal property and calls for scaled drawings and confirmation of legal parking access. It also addresses contractor licensing, financial security and tree constraints.

New driveway or walkway applications should be submitted at least eight weeks before the intended start. Treat that as submission planning, not an approval guarantee.

Keep the ZALC fee separate

Toronto lists $214.79 for its Zoning Applicable Law Certificate (opens in a new tab) category covering proposals such as driveway widening. That is a zoning-review charge when that service is used, not an all-inclusive driveway permit price.

Ask Transportation Services which charges, deposits and curb-restoration costs apply. A front-yard parking application is another distinct question; do not automatically add its fees to every widening project.

Vaughan: protect the water curb box before paving

Vaughan’s application page (opens in a new tab) requests a survey showing existing and proposed widths and describes approximately four weeks for the application process. It requires a Tree Declaration Form when construction is within six metres of a tree.

For paving or landscape work, contact Service Vaughan at least two weeks ahead to arrange the curb-box inspection. Never pave over or adjust the water shut-off yourself. Arrange utility locates before excavation.

The zoning information page (opens in a new tab) references both By-law 1-88 and 001-2021. Ask the zoning examiner which provisions govern the property rather than applying a general frontage percentage from another lot.

Before signing the paving contract

  1. Locate the property boundary on the survey.
  2. Draw current and proposed driveway dimensions and parking use.
  3. Identify trees, sidewalk, curb and water access.
  4. Obtain municipal direction on approvals and charges.
  5. Put permits, locates, protection measures and restoration into the contractor’s scope.

Use the Toronto driveway guide or Vaughan city hub for the local starting point. Find professional help if the boundary or proposed design needs investigation.

Questions & answers

Does paying for zoning review authorize curb work?

No. Zoning review and permission for work across municipal property are separate checks. Confirm each required approval for the proposed scope.

Is the Toronto $214.79 fee the total driveway cost?

No. It is the published fee for the relevant ZALC review category when used. Other permits, deposits, construction and restoration can be separate.

Can I cover the Vaughan water curb box with paving?

No. The City says it must remain protected and calls for inspection coordination before work. Arrange that through Service Vaughan.
